This is a conversion connector from BNC male to screw terminal (compatible with Johnson terminal and banana jack). It is convenient for connecting experimental cables with banana plugs to measuring instruments with BNC jacks (female), such as oscilloscopes and signal generators. The screw terminals are spaced 18 mm apart, so you can connect a double-type banana plug of the same standard. There is also a φ2 mm hole on the top, so you can connect a banana plug here as well.
